Recent admin actions (root key only)

Newest-first list of recent admin actions for the admin monitor page - API keys created and revoked, and packaged foods approved or rejected (with the reviewer and rejection reason). Built from existing tables, so nothing extra is stored. Key changes carry no actor because the API does not record one. Developer self-service keys are left out. Never returns a raw key or its hash. Needs the root key.
